Casino operator Genting Singapore is embarking on a major transformation of the gaming experience at Resorts World Sentosa (RWS) under its massive SGD6.8 billion (US$5.32 billion) redevelopment initiative known as RWS 2.0.
This is not merely a cosmetic refresh. It represents a long-term strategic repositioning of RWS as Singapore’s integrated resort landscape becomes increasingly competitive — especially against its long-standing rival, Marina Bay Sands (MBS).
Speaking during Genting Singapore’s annual general meeting in April, Executive Chairman and Acting CEO Lim Kok Thay openly acknowledged the competitive reality facing RWS.
“Design, marketing and operations” would be key areas of focus to close the competitive gap with Marina Bay Sands in the gaming segment.
That statement alone signals an important shift. Genting Singapore is no longer just enhancing attractions and hospitality offerings — it is directly targeting the premium gaming experience itself.

The Casino Transformation: More Than Just New Interiors
According to Lim Kok Thay, the casino will undergo significant transformation under RWS 2.0, with strong emphasis on customer experience, gaming environment modernization and architectural enhancements.
One particularly interesting detail is the intention to introduce more natural light into the casino environment.
This may sound minor on the surface, but it reflects a broader global trend in premium integrated resort design. Modern luxury casino operators are increasingly moving away from traditional enclosed, darker casino layouts toward brighter, lifestyle-driven spaces that blend entertainment, retail, hospitality and gaming into a seamless luxury environment.
The goal is clear: elevate player comfort, increase dwell time and strengthen premium positioning.
For years, Marina Bay Sands has successfully cultivated a stronger luxury identity among premium mass and international players. Genting Singapore appears determined to narrow that perception gap.

The Biggest Operational Challenge: Renovating a Live 24/7 Casino
One of the most difficult aspects of this redevelopment is that the casino will continue operating throughout the renovation process.
Lim Kok Thay explained:
“As the casino is a live, 24/7 business, these works would be carried out while the casino remains in operation.”
This creates a highly delicate operational balancing act.
Unlike hotels or retail malls where certain sections can temporarily close with limited impact, casino operations are extremely sensitive to customer experience disruption. Premium players, VIP guests and high-value patrons expect uninterrupted service quality, atmosphere and exclusivity.
Lim acknowledged that some disruption may occur but stressed that management would seek to minimise inconvenience to guests while remaining confident that the long-term benefits would outweigh any short-term construction impact.
This reflects a realistic but confident approach from Genting Singapore’s leadership.
Why RWS Faces Structural Challenges Compared to Marina Bay Sands
One of the more candid moments during the AGM came when Lim openly addressed shareholder comparisons between RWS and Marina Bay Sands.
He acknowledged that Resorts World Sentosa faces “inherent challenges” because of its location outside Singapore’s central business district.
“RWS’s location presents inherent challenges and requires the company to spend significantly more effort and investment than if it were operating in a CBD location.”
This is an important strategic reality.
Marina Bay Sands benefits heavily from its iconic downtown positioning, integrated access to Singapore’s financial district, direct city visibility and stronger walk-in tourist traffic.
RWS, located on Sentosa Island, requires more destination-driven planning and transportation dependency. As a result, Genting Singapore must invest far more aggressively into accessibility, attractions and destination appeal to sustain competitiveness.
This explains why RWS 2.0 goes far beyond casino renovations alone.
RWS 2.0 Is Building an Entire Ecosystem
The broader redevelopment effort already includes several major additions:
- Illumination’s Minion Land at Universal Studios Singapore
- Singapore Oceanarium
- WEAVE retail precinct
- The Laurus luxury hotel under The Luxury Collection brand
- A new waterfront development precinct targeted for completion by 2030
Collectively, these projects aim to reposition RWS as a more immersive premium tourism ecosystem rather than simply a gaming destination.
Importantly, Lim highlighted that Genting Singapore is also working closely with Sentosa Development Corporation to improve infrastructure connectivity and accessibility around the integrated resort.
This suggests that transportation and visitor flow enhancements may become a critical success factor for the next phase of RWS growth.
Financial Position: Genting Still Has Strong Firepower
Despite reporting a 3.1% year-on-year decline in revenue to SGD2.45 billion and net profit of SGD390.3 million for FY2025, Genting Singapore remains financially well-positioned.
President and COO Lee Shi Ruh revealed that around SGD2 billion has already been deployed into the RWS expansion, with the majority of investments still ahead.
She also confirmed the company currently holds approximately SGD3.2 billion in cash reserves.
This is highly significant.
It gives Genting Singapore substantial flexibility to continue executing the RWS 2.0 vision while still preserving dividend capacity and maintaining balance sheet strength.
Lee added that external financing options, including bank borrowings and other funding instruments, remain available as part of the company’s broader capital management strategy.
The Bigger Picture: Singapore’s Integrated Resort War Is Entering a New Era
The redevelopment of Resorts World Sentosa is happening at a crucial moment for Asia’s gaming and tourism industry.
Competition is no longer limited to Singapore itself.
Future integrated resort developments in Thailand, Japan and broader Southeast Asia are reshaping the long-term competitive landscape. Operators can no longer rely solely on gaming floors to drive growth.
The future belongs to fully integrated premium lifestyle ecosystems that combine:
